In the matter of a declaration:-

Now Kwong Tung has declared herself independent with a view to

maintenance of the Republic. Being apprehensive that unlawful banditti may avail themselves of the opportunity to disturb the

general peace, wo of the Navy, Army and Police hereby make this

declaration, agreeing to form ourselves into a solid union and to

hold ourselves responsible for the preservation of the general

peace. In case any banditti seize this opportunity to come to

Canten to create disturbances or under any pretext to make any

search for arms, we shall all march our troops to attack them on

their first arrival. To should all be one in mind and combine

our strength, and shall all obey the orders of Tutu Lung, in order

that the general peace may be preserved. Should any of us be

double-minded, let Heaven call himto account,
